 Declaration of ecology public organizations of Tajikistan  

on energy efficiency issues and renewable energy sources

 

We, the representatives of ecology public organizations of Tajikistan:

 - considering the importance of drawing attention of the government once more to the need in solving the climate change problem, development of ecologically safe energy and increasing the energy efficiency of economy;

- being aware of, that the long-term stable development of the republic can not be realized without increasing efficiency in utilization of natural resources, technological re-equipment of economy, transition to renewable energy and gradual non-usage of fossil fuel; 

- expressing confidence that more effective utilization of energy and use of alternative energy sources facilitates the economic growth and environmental protection, provides more benefits as a reduction of greenhouse gases, preventing pollution, struggle against poverty, providing more safe energy supply, increasing competitive strength, and achieving positive results in public health and employment;

- agree that saving energy and development of renewable energy sources should be one of key fields of activity of the government. The government should facilitate to effective use of resources and materials, and provide increase in competitive strength of economy and alleviation of negative consequences to environment (no at the expense of the nature);

- reminding that Tajikistan is a member of UN Framework Convention on climate change and Kioto protocol, it is bearing corresponding international obligations;
- accepting the Decree of the President of Republic of Tajikistan as of 24th April 2009 in energy efficiency and energy saving areas;

- noting that separately taken political measure will not be effective, if the government seeks to significant increase in energy efficiency of economy. Energy efficiency needs comprehensive policy and approaches. 

We think that the Government of Republic of Tajikistan needs:

 

 

Policy 

  • To elaborate national strategy and action plan on increasing energy efficiency of economy. Strategy and action plan should determine specific, measurable indicators, and achievable goals and objectives in energy saving field;

  • Establish a legislative basis and organizational infrastructure, which could provide not only adoption of new standards, features and parameters of energy saving, but also proper control and evaluation of compulsory and voluntary measures on increasing the energy efficiency;

 

  • Provide more effective use of existing resources, management and financial tools, and create favorable conditions for foreign and local investments in economy, called for quickening adoption of technology intended for more ecologically clean and more effective production and energy utilization;

  • To be guided by leading international experience in energy saving and energy efficiency areas, and by activities and recommendations of various international forums including International energy agency, International agency on renewable energy and others in order to form and implement more effective and effective policy on energy efficiency.
     

 

 

Construction

  • Accept new building standards and codes, which take into account the energy performances for evaluation of energy efficiency of buildings, finding and disseminating the examples of the best practice in energy policy field;

 

  • Start to construct and gradually commission the buildings with zero power  consumption, and take necessary measures to improve energy saving in the already existing building;

  • Introduce certification system of energy efficient features of buildings for tenants/buyers.

 

 

Household appliances

 

  • To do a research on review of available standards for household appliances on the basis of existing capacity in increasing energy efficiency of household appliances and adopt new regulations relevant to modern requirements;

 

  • Provide more wide application of clear and logical labeling, intended for client’s full awareness of energy efficiency of household appliances;

  • Give an economical incentive to manufacturers and suppliers of energy saving furnishings/household equipment including tax reduction for energy efficient goods and reducing their export duties.  

 

 

Transportation

  • Elaborate an effective program on development of transportation. The program should facilitate limiting the increase in number of cars and assist in developing public and other ecologically safe type of transportation (including bicycles), facilitate in elaborating ecologically clean and more effective vehicles with lower emission level, and give an incentive to use them;

  • Adopt new standards in the area of efficiency and fuel saving vehicles and make efforts to adopt examples of the best practice.

  • Encourage (including economic incentives) to adopt more clean type of fuels, including effective synthetic fuel, hybrid technologies, effective accumulators and vehicles with hydrogen fuel cell;

 

Industry

  • Encourage more wide implementation of voluntary evaluation of energy efficient solid investments in new and complementary project, implemented in power-intensive sectors;

 

  • Evaluate energy efficiency of industrial field and reveal the areas, where energy saving measures could provide to achieve positive results; 

  • Create partner rules within industry, including trans-boundary and field partnerships in order to reduce the level of greenhouse gases emission in the main industrial fields of economy;

 


  • Gather all available opportunities on increasing energy efficiency in the range of the whole technological string;

 

  • Adopt and develop research programs and partner rules in order to demonstrate potential benefits gained from adoption of leading energy efficient technologies in an industry;

  • Encourage adoption of energy saving and resource saving measures by companies by reducing taxes and duties, providing lax credit, loans, and public  financial support.

 

Renewable sources of energy

·         Declare that the development of ecologically safe alternative sources of energy is a national priority. It is necessary to enact a law on renewable sources of energy (RSE) stimulating local producers, exporters, commercial and public organizations and RSE consumers. Comprehensive use of alternative sources of energy may prevent migration of people from rural areas to cities, and may raise the standard of living of these people/population. Particularly, they are autonomous, effective and do not need extra resources.

·         Create favorable legislative conditions, economic motivation and financial incentives for developing the alternative sources of energy. Eliminate the barriers for direct investments: attract private capital by preferences for elaboration of ecologically clean technologies; apply standards, pricing and regulative norms for creating a confidence in short term and long term effectiveness of investments, so that to provide reduction of level of greenhouse gases emission and/or pollutants.

         

Revise the existing government program on comprehensive use of renewable sources of energy. Determine clear goals and indicators to improve the portion of alternative sources of energy in energy balance of the republic. Reinforce its effectiveness, increase its practical application and raise the allocation of urgent funds.

 

 

  • Bear obligations on financing the utilization of renewable sources of energy, and assist in further design and commercialization of renewable sources of energy, and to discontinue supporting the traditional source of energy – fossil fuels. 

  • Integrate renewable sources of energy into the network structure and optimize the efficiency of such energy systems.

 

Participation of communities: 

  • To ensure openness and transparency of elaboration process of the program on energy saving and on its further implementation. It is necessary to conduct comprehensive consulting to all the stakeholders, including the ecology public organizations. Take into account the available experience and opinion of ecology and other public organizations on energy saving and energy efficiency issues.

   

     To improve dialogue and rules of constant exchange of views on energy saving and energy efficiency issues within ecological and energy policy between public organizations and ministries of existing sectors of economy.

  

 

Facilitate the wide dissemination of information and materials on benefits of energy saving technologies and measures, and on adoption of renewable sources of energy. Moreover, to support and initiate training projects on energy saving using the capacities of printing and electronic mass media.
